What this amendment would do
Mr. Booker submitted this amendment, labeled SA 2174, to the concurrent resolution on the budget for fiscal year 2025 through 2034. In plain English, it sets up a deficit-neutral reserve fund for protecting human rights.
The Purpose of the Fund
-
The fund allows the Chairman of the Senate Committee on the Budget to change budget levels and make adjustments for legislation related to protecting human rights.
-
It aims to require U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, and any other federal facility detaining noncitizens to provide specific standards of care.
What Must Be Provided
-
Access to counsel.
-
Basic needs such as food and water.
-
Beds, hand soap, toothpaste, toothbrushes, menstrual hygiene products, and access to showers for any person held in a center or facility for more than 24 hours.
To keep our officials accountable, this rule only applies if the legislation does not increase the federal deficit over the total period of fiscal years 2025 through 2034.
