What this amendment would do
Mr. Booker put forward this amendment, known as SA 2171, to deal with the budget for the federal government. To put it simply in plain English, it sets up a deficit-neutral reserve fund to support small business owners.
What It Aims to Change or Add
This amendment gives the Chairman of the Senate Committee on the Budget the ability to change budget numbers and the pay-as-you-go ledger. These changes can happen for legislation that supports small business concerns.
Specifically, the text points out that this support may include reversing reductions in Small Business Administration staff who make sure entrepreneurs can get access to federal resources and financial assistance.
There is one very important common-sense rule attached to this: the legislation used for this purpose must not increase the deficit over the total period of fiscal years 2025 through 2034.
