What this amendment would do
Mr. Booker submitted an amendment, known as SA 2167, which was proposed to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to protecting nonbanked and underbanked Americans.
It aims to allow the Chairman of the Senate Committee on the Budget to revise allocations, aggregates, and make adjustments to the pay-as-you-go ledger for legislation that protects individuals with limited or no access to a checking account.
Specifically, it aims to add an option for the millions of individuals—especially elderly, rural, and low-income people—without a checking or savings account to receive their tax dollars or other Federal benefits, which may include by paper.
This change is allowed provided that the resulting legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
