What this amendment would do

Mr. Cotton submitted SA 2165, which is an amendment intended for the concurrent resolution on the budget for fiscal year 2025.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation related to the detention of individuals who are unlawfully present in the United States.

Specifically, the amendment aims to add language regarding requiring U.S. Customs and Border Protection to house any such individual based on such individual's biological sex. These changes can be made as long as the legislation does not increase the deficit from fiscal years 2025 through 2034.
