What this amendment would do

Mr. Markey submitted amendment SA 2160 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

What It Aims to Change or Add

  • It creates a new Point of Order in the Senate.

  • It makes it not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces, rescinds, reprograms funding, or otherwise cuts funding for the Unaccompanied Alien Children Bureau.

  • This restriction applies if the action would undermine, weaken, or impair funding for legal services that ensure fair representation of vulnerable children in the custody of the Federal Government.

  • It establishes that this point of order may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.

  • It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
