What this amendment would do
Mr. Markey submitted amendment SA 2158. The purpose of this amendment is to create a point of order in the Senate against certain legislation.
Here is what the amendment aims to change or add:
- It creates a point of order in the Senate against considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would reduce, rescind, reprogram, or otherwise cut funding for the Bureau of Population, Refugees, and Migration of the Department of State.
- This restriction applies if the funding actions would undermine, weaken, or impair payments to non-governmental organizations to provide relief and protection for refugees and victims of conflict.
- It states that this point of order can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
