What this amendment would do

Mr. Ricketts submitted amendment SA 2145 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget.

The amendment creates a deficit-neutral reserve fund. This fund allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation.

The Purpose of the Amendment

The purpose of the legislation tied to this reserve fund is to prohibit any Federal funding for any local, State, Federal, or foreign government program that is based on the implication that the United States is an inherently racist nation.

To use this fund, the legislation cannot increase the deficit over the total period of fiscal years 2025 through 2029 or the total period of fiscal years 2025 through 2034.
