What this amendment would do

Mr. Ricketts submitted SA 2142 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025. Plain and simple, this amendment sets up a deficit-neutral reserve fund.

What It Aims to Change or Add

This amendment adds a section relating to ensuring enforcement and permitting relating to the Endangered Species Act of 1973 causes no human harm. It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger.

  • This applies to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
  • It is for improving the implementation of the Endangered Species Act of 1973 by ensuring that statutory implementation causes no harm to human life.
  • The changes are limited to the amounts provided in such legislation for those purposes, provided that the legislation would not increase the deficit over the total of fiscal years 2025 through 2029 or fiscal years 2025 through 2034.
