What this amendment would do
Mr. Ricketts submitted this amendment, numbered SA 2141, for the concurrent resolution on the budget for fiscal year 2025. Plain and simple, it creates a deficit-neutral reserve fund.
The Purpose Behind It
The purpose of this fund is to allow the Chairman of the Senate Committee on the Budget to make adjustments and revise allocations for legislation that prohibits the use of foreign aid to promote diversity, equity, and inclusion policies. To keep our elected officials accountable to common sense budgeting, the text explicitly requires that any such legislation must not increase the deficit over the total periods of fiscal years 2025 through 2029 or fiscal years 2025 through 2034.
