What this amendment would do

Mr. Markey submitted amendment numbered SA 2139 to the concurrent resolution H. Con. Res. 14. The purpose of this amendment is to create a new point of order in the Senate.

What it Aims to Change or Add

The amendment aims to add a rule stating it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would facilitate new lease sales, expedited permitting, or royalty relief for fossil fuel projects developed on public lands or waters, in whole or in part, for the purpose of exporting United States energy abroad.

It also adds that this rule may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. Furthermore, an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
