What this amendment would do

Mr. Markey submitted this amendment, numbered SA 2136, to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to protecting workers from getting sick, hurt, or dying on the job.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. They can also make adjustments to the pay-as-you-go ledger for legislation relating to the enforcement of labor laws.

This can include substantially increasing the number of investigators and the capacity for enforcement activity for the Occupational Safety and Health Administration of the Department of Labor. These changes can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
