What this amendment would do

Mrs. Shaheen submitted an amendment, known as SA 2125, for the concurrent resolution H. Con. Res. 14. As folks who want to keep an eye on how our elected officials handle things, it is important to know that this was ordered to lie on the table.

What the Amendment Aims to Do

  • It creates a deficit-neutral reserve fund related to using Russian assets for the benefit of Ukraine.
  • It allows the Chairman of the Committee on the Budget of the Senate to make changes to allocations, aggregates, and appropriate levels in the resolution.
  • It allows adjustments to the pay-as-you-go ledger for legislation that ensures continued United States support for Ukraine.
  • This support may include legislation calling for the full use of authorities under the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act to liquidate Russian assets to support Ukraine.
  • The whole process only works if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
