What this amendment would do

This amendment, submitted by Mr. Heinrich, proposes to set up a deficit-neutral reserve fund related to the reforestation of severely burned Federal forest land.

The purpose is to allow the Chairman of the Committee on the Budget of the Senate to make changes to budget allocations and levels for legislation dealing with emergency management and reforestation activities on severely burned Federal forest land.

The text aims to add provisions that can include:

  • Stabilizing burned slopes

  • Rehabilitating soils

  • Collecting and storing necessary seeds

  • Planting seedlings

  • Hiring reforestation crews and nursery workers

  • Promoting the recovery of burned forest land to support healthy watersheds, outdoor recreation, and timber resources

These changes are allowed as long as the legislation does not increase the deficit from fiscal year 2025 through 2034.
