What this amendment would do
Mr. Heinrich submitted amendment numbered SA 2121 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to public lands and the environment. It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
This can be done for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to the administration of public lands, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
The legislation may include provisions to:
- Implement the Endangered Species Act of 1973
- Increase forest health and wildfire mitigating forest treatments
- Provide resources for wildland firefighting for the Forest Service and the Department of the Interior
- Implement the payment in lieu of taxes program
- Implement the secure rural schools and community self-determination program
