What this amendment would do

This amendment, submitted by Ms. Klobuchar, sets up a deficit-neutral reserve fund relating to the tax treatment of members of the Armed Forces.

It allows the Chairman of the Committee on the Budget of the Senate to make changes and adjustments for legislation concerning how our service members are taxed. Specifically, this can include revising the tax treatment of mileage traveled by members of the Armed Forces—including reserve components—while performing their duties.

The goal is to ensure this military travel receives the same tax treatment as other business travel under the Internal Revenue Code of 1986, or to equalize the required distance for deductible travel. Any legislation passed using this fund cannot increase the deficit over the total period of fiscal years 2025 through 2034.
