What this amendment would do
This amendment, submitted by Ms. Klobuchar, sets up a deficit-neutral reserve fund. It aims to make sure our veterans keep having access to all of the health care coverage, benefits, and services that are currently available to them, including those provided by the Department of Veterans Affairs.
What It Aims to Change or Add
The amendment allows the Chairman of the Committee on the Budget of the Senate to change allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This can be done for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to ensuring veterans keep access to their health care coverage, benefits, and services.
Key Conditions
- The changes are allowed provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
