What this amendment would do
-
This amendment, numbered SA 2104 and submitted by Ms. Klobuchar, is meant to be added to the congressional budget resolution for fiscal year 2025 through 2034.
-
The main purpose of this amendment is to create a rule in the Senate that stops lawmakers from passing bills, resolutions, motions, amendments, or conference reports that would reduce, limit, or cut health care coverage, benefits, or services available to veterans. This includes health care provided by the Department of Veterans Affairs.
-
If someone tries to bring up a measure that cuts veterans' health care, this amendment allows a point of order to be raised against it in the Senate.
-
To get around this rule and pass a measure that cuts these benefits anyway, it would take a three-fifths affirmative vote of the Senators who are duly chosen and sworn. That same three-fifths vote is also required to sustain an appeal of the ruling of the Chair on this point of order.
