What this amendment would do

  • Ms. Klobuchar submitted SA 2103 to set up a deficit-neutral reserve fund.

  • Its purpose is to protect tax incentives for making and using biofuels.

  • It allows the Chairman of the Committee on the Budget of the Senate to change allocations and make adjustments for legislation related to these tax incentives.

  • This can cover domestic biofuel production, infrastructure development, or expanded market access.

  • Any legislation using this fund must not increase the deficit from fiscal year 2025 through fiscal year 2034.
