What this amendment would do
What this is about: Ms. Klobuchar submitted an amendment, numbered SA 2102, to the concurrent resolution that sets the congressional budget for the United States Government for fiscal year 2025 and lays out the budgetary levels for fiscal years 2026 through 2034.
What the amendment aims to do: The amendment adds a deficit-neutral reserve fund related to lowering prescription drug prices.
What it changes or adds: It allows the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other appropriate levels in the resolution. They can also adjust the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to lowering prescription drug prices.
This includes negotiating prescription drug prices under the Medicare program and doing outreach to the public about efforts to lower prescription drug prices. These adjustments can be made by the amounts provided in the legislation for those purposes, as long as the legislation does not increase the deficit from fiscal year 2025 through fiscal year 2034.
