What this amendment would do

Mr. Welch submitted SA 2099, which is an amendment about setting up a deficit-neutral reserve fund to address global hunger.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to change certain financial levels and the pay-as-you-go ledger. This can be done for legislation that deals with addressing global hunger, as long as that legislation does not increase the deficit from fiscal year 2025 through fiscal year 2034.
