What this amendment would do
Mr. Schiff submitted amendment SA 2097 to the congressional budget resolution for fiscal year 2025. Plain and simple, the purpose of this amendment is to set up a deficit-neutral reserve fund that focuses on protecting access to care in rural communities.
What It Aims to Change or Add
This amendment allows the Chairman of the Committee on the Budget of the Senate to make changes and adjustments to certain budget levels and the pay-as-you-go ledger. Specifically, it applies to bills, joint resolutions, amendments, motions, or conference reports that meet the following condition:
- They relate to protecting access to care in rural communities.
- They may include legislation to prohibit limits to Federal cost sharing under Medicaid that would increase the likelihood of rural hospital and clinic closures.
- They must not increase the deficit over the total period of fiscal years 2025 through 2034.
