What this amendment would do
Mr. Schiff submitted this amendment, known as SA 2090, to the concurrent resolution for the congressional budget. Common sense tells us that keeping folks safe when they fly is a big deal, and this amendment gives our elected officials a tool to fund that priority without adding to the national debt.
The Main Purpose
The purpose of this amendment is to create a deficit-neutral reserve fund. In plain English, it lets the Chairman of the Senate Budget Committee change financial allocations and adjustments for legislation that focuses on making American commercial air travel safe and secure.
What It Aims to Change or Add
- Exempts safety jobs: It allows future legislation to exempt certain travel safety positions from hiring freezes or force reductions across the Federal Aviation Administration, the National Transportation Safety Board, the Army Corps of Engineers, or the National Oceanic and Atmospheric Administration.
- Reinstates workers: It allows for the reinstatement of the employment of those same personnel whose positions were terminated in 2025.
- Protects the budget: It requires that any legislation doing these things will not increase the deficit from fiscal years 2025 through 2034.
