What this amendment would do

Mr. Schiff submitted amendment SA 2086 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to supporting energy projects that create or maintain local jobs and energy generation.

What It Aims to Change or Add

The amendment aims to add a section that allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.

These adjustments can be made for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to supporting energy projects that create or maintain local jobs and energy generation. This may include the payment or completion of signed contracts or award agreements, by the amounts provided in such legislation for those purposes, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
