What this amendment would do

Mr. Schiff submitted amendment SA 2085, which creates a deficit-neutral reserve fund relating to environmental reviews and permitting.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other levels in the resolution. They can also adjust the pay-as-you-go ledger for legislation that relates to expediting environmental reviews and permitting.

This addition aims to cover actions that may include prohibiting reductions in staffing or funding, stopping office closures or relocations, or reinstating employees at Federal agencies that process permits. All of this is allowed as long as the legislation does not increase the deficit from fiscal year 2025 through 2034.
