What this amendment would do
Mr. Schiff submitted amendment numbered SA 2084 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to responding to, and preventing, outbreaks of H5N1 in poultry and dairy cows.
Changes to the Bill
This amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation related to responding to, and preventing, any outbreak of influenza A virus subtype H5N1 in United States poultry and dairy cows.
The legislation can include:
-
Reinstating employees
-
Prohibiting reductions in staffing
-
Prohibiting reductions in funding
-
Prohibiting office closures or relocations for the National Animal Health Laboratory Network and the Animal and Plant Health Inspection Service
These adjustments can be made by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
