What this amendment would do
Mr. Schiff submitted amendment SA 2081 to establish a deficit-neutral reserve fund. The plain purpose is to protect families and businesses in the United States from price increases.
What It Aims to Change or Add
The amendment gives the Chairman of the Committee on the Budget of the Senate the power to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.
These changes are meant for legislation that relates to protecting families and businesses in the United States from price increases, which may include the following:
- Prohibiting reductions in the average tax liability of taxpayers with annual income of more than $10,000,000.
- This prohibition applies unless the President acts to terminate or Congress disapproves new or increased tariffs.
- The tariffs must be found by the United States International Trade Commission to increase costs for the average family in the United States or result in United States private sector job losses.
The amendment applies as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
