What this amendment would do
This is an amendment submitted by Mr. Grassley, known as SA 2070, which was proposed for the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.
What it aims to change or add:
- It creates a deficit-neutral reserve fund relating to United States Courts of Appeals reporting requirements.
- It allows the Chairman of the Committee on the Budget of the Senate to revise allocations and make adjustments for legislation relating to the U.S. Courts of Appeals.
- It includes potential requirements for the courts of appeals to conduct analyses and issue reports quantifying the number, frequency, and related metrics of judicial orders within their jurisdiction that issue non-party relief or restrain or compel executive or federal agency actions.
- It requires these reports to include determinations regarding the scope of authority underlying the orders and the aggregate cost impact of each order on United States taxpayers, provided the legislation does not increase the deficit from fiscal years 2025 through 2034.
