What this amendment would do

Mr. Booker submitted SA 2056 to the concurrent resolution on the congressional budget for the United States Government for fiscal year 2025.

The purpose of this amendment is to create a deficit-neutral reserve fund. It allows the Chairman of the Committee on the Budget of the Senate to make changes to committee allocations, aggregates, and other appropriate levels.

What It Aims to Change or Add

This amendment aims to add a provision relating to the safety and security of United States personnel overseas.

Specifically, it allows adjustments for legislation that ensures the safety and security of United States personnel overseas. This may include legislation to authorize or fund safe and secure access to communications for United States citizens deployed on behalf of the United States Government or in support of United States activities overseas.

To hold our officials accountable, the text explicitly requires that any such legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
