What this amendment would do
Mr. Booker submitted amendment numbered SA 2054, which is intended to be proposed for the concurrent resolution H. Con. Res. 14 for the fiscal years 2025 through 2034.
The purpose of this amendment is to set up a deficit-neutral reserve fund. This allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations, aggregates, and the pay-as-you-go ledger for specific legislation.
The amendment aims to add provisions relating to improving United States national security. This includes legislation that resumes United States foreign assistance to fulfill key national security objectives, such as counter-terrorism efforts, infectious disease monitoring and response, and providing life-saving food, water, and other resources. To be eligible, the legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
