What this amendment would do

Mr. Booker submitted amendment SA 2050 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to ensuring the freedom of all United States residents to congregate at places of worship.

What it Aims to Change or Add

This amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to ensuring the freedom to worship.

The text explicitly states that this may include reinstating the Guidelines for Enforcement Actions in or Near Protected Areas, which was issued by Secretary Alejandro Mayorkas on October 27, 2021.

These guidelines prohibit immigration enforcement actions by U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection in protected areas, specifically mentioning at or near places of worship.

The changes can be made by the amounts provided in such legislation, as long as the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
