What this amendment would do

Mr. Booker put forward this amendment to hold our top public officials accountable and prevent conflicts of interest. Looking out for the good of the people, this proposal aims to make sure the folks we put in charge do not have financial ties to foreign adversaries.

What It Changes and Adds

The amendment creates a deficit-neutral reserve fund. This allows budget rules to be adjusted for legislation aimed at preventing conflicts of interest. Specifically, it focuses on requiring Cabinet members and the Director of the Federal Bureau of Investigation to get rid of, or divest, all shares they own in any company headquartered in or linked to the Russian Federation or the People's Republic of China.

To protect taxpayers, any legislation handling this must not increase the deficit over the total period of fiscal years 2025 through 2034.
