What this amendment would do

Mr. Booker submitted amendment SA 2045, which proposes a deficit-neutral reserve fund relating to funding environmental justice.

Purpose and Changes

  • The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • It allows adjustments to the pay-as-you-go ledger for legislation relating to environmental justice.

  • It may include ensuring that 40 percent of the overall benefits of certain Federal climate, clean energy, affordable and sustainable housing, or other investments flow to disadvantaged communities that are marginalized by underinvestment or overburdened by pollution.

  • These changes depend on the amounts provided in such legislation, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
