What this amendment would do
MR. REED submitted the amendment numbered SA 2033 to the concurrent resolution H. Con. Res. 14, which establishes the congressional budget for the United States Government for fiscal year 2025 and sets forth budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
The purpose of this amendment is to create a new rule in the Senate regarding tax legislation. Specifically, it aims to add a point of order against any tax bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that amends the Internal Revenue Code of 1986 unless it meets two strict conditions for households earning less than $100,000 per year.
-
It must eliminate all Federal income taxes for households earning less than $100,000 per year.
-
It must reimburse all payroll taxes paid by households earning less than $100,000 per year.
Additionally, the amendment sets rules for how this point of order can be bypassed or challenged in the Senate. It states that this rule may only be waived or suspended by an affirmative vote of three-fifths of the Members, duly chosen and sworn. Furthermore, an affirmative vote of three-fifths of the Members, duly chosen and sworn, is required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
