What this amendment would do

This amendment, submitted by Ms. Warren, aims to set up a deficit-neutral reserve fund relating to reducing home insurance costs.

What It Changes or Adds

The amendment adds a section to the concurrent resolution that allows the Chairman of the Committee on the Budget of the Senate to make changes. Specifically, the Chairman can revise committee allocations, aggregates, other appropriate levels, and the pay-as-you-go ledger for certain legislation.

This applies to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to costs involving:

  • Reducing home insurance costs
  • Protecting families from the effects of natural disasters

To make these adjustments, the legislation must meet one strict rule: it would not increase the deficit over the total period of fiscal years 2025 through 2034.
