What this amendment would do

This amendment, submitted by Ms. Warren and Mr. Markey, creates a deficit-neutral reserve fund.

  • It allows the Chairman of the Committee on the Budget of the Senate to change allocations, aggregates, and other appropriate levels in the resolution.

  • It allows adjustments to the pay-as-you-go ledger for legislation relating to protecting the right of Federal employees to organize.

The stated purpose of this amendment is to protect the right of Federal employees to organize.

The catch is that any legislation using this fund cannot increase the deficit over the total period of fiscal years 2025 through 2034.
