What this amendment would do
Mr. Wyden submitted this amendment to the congressional budget resolution for fiscal year 2025. Common sense tells us that we need to keep our elected officials accountable, and this amendment is all about Congress taking back its job on trade and taxes.
The Purpose of the Amendment
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund allows the Chairman of the Committee on the Budget of the Senate to make changes and adjustments for legislation. Specifically, this is for legislation that reasserts the constitutional authority of Congress to lay and collect duties and regulate commerce with foreign nations.
What It Aims to Change or Add
The amendment aims to add a provision that allows Congress to reclaim certain authorities that were previously delegated to the executive branch. The only catch is that any legislation using this fund cannot increase the deficit over the total period of fiscal years 2025 through 2034.
