What this amendment would do
Mr. Wyden submitted SA 2000, which proposes a new rule in the Senate to hold our elected officials accountable when it comes to taxes.
Purpose and Changes
The purpose of this amendment is to create a point of order against legislation that creates tax breaks for the wealthy. It aims to add a rule making it not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that cuts taxes for taxpayers with an adjusted gross income greater than $1,000,000,000.
How It Can Be Overridden
The text notes that this rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. Additionally, an affirmative vote of three-fifths of the Members of the Senate is required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
