119-HCONRES-14 — Establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

What this amendment would do

Specifically, it aims to block the Senate from considering bills, resolutions, motions, amendments, or conference reports if they do two things:

  • Reduce payments for nurses or certified nursing assistants in long-term care facilities under Medicare or Medicaid.
  • Modify existing requirements related to the number of nurses or certified nursing assistants in nursing facilities certified by Medicare and Medicaid.

If someone wants to bypass this rule and bring up such legislation anyway, it would take a three-fifths affirmative vote of all the chosen and sworn Senators to waive or suspend it. It would also take that same three-fifths vote to win an appeal against the Chair's ruling on the point of order.
