What this amendment would do

This amendment, numbered SA 1993, was submitted by Mr. Wyden along with his colleagues Mr. King, Ms. Alsobrooks, and Mr. Markey. The purpose of the amendment is to establish a deficit-neutral reserve fund relating to radical transparency in the process of developing regulations at the Department of Health and Human Services.

The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to promoting transparency at the Department of Health and Human Services.

  • Ensure public notice, input, and opportunities for comment on Department and Agency actions.
  • Include actions that were in effect as of February 27, 2025.

These changes can be made provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
