What this amendment would do

MR. BOOKER submitted amendment numbered SA 1985 relating to protecting United States medical innovation.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations, aggregates, and the pay-as-you-go ledger for legislation that relates to protecting United States medical innovation.

It aims to add a deficit-neutral reserve fund for this purpose. This can include investing in strong public medical research to keep the United States dominant in research and medical innovation, including investing in the workforce at relevant divisions of the Department of Health and Human Services.

This is allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
