What this amendment would do
Mr. Booker submitted SA 1980, which proposes a deficit-neutral reserve fund relating to improving the health of Americans. Common sense tells us that when our elected officials look at the budget, they need flexibility to fund programs that directly help people stay healthy, as long as it does not add to the national debt.
What It Aims to Change or Add
This amendment allows the Chairman of the Committee on the Budget of the Senate to make adjustments to budget allocations and the pay-as-you-go ledger for legislation that improves the health of Americans. Specifically, it aims to add support for:
- Addressing the nutrition and chronic disease crises in the United States.
- Medically tailored meals.
- Nutrition counseling.
- Produce prescriptions.
The text explicitly notes that any such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
