What this amendment would do
Mr. Booker submitted amendment SA 1978 to create a new rule in the Senate, known as a point of order. This rule makes it out of order to consider bills, joint resolutions, motions, amendments, amendments between the Houses, or conference reports if they endanger protections for renters, homeowners, or people experiencing homelessness. Specifically, legislation triggers this rule if it reduces funding for or staff charged with enforcing the Fair Housing Act, the Violence Against Women Act of 1994, the Americans with Disabilities Act of 1990, or other civil rights laws.
How the Rule Can Be Overridden
The text sets strict rules for bypassing this point of order. To waive or suspend this rule in the Senate, it requires an affirmative vote of three-fifths of the Members, duly chosen and sworn. Additionally, an affirmative vote of three-fifths of the Senators, duly chosen and sworn, is required to sustain an appeal of the ruling of the Chair if a point of order is raised.
