What this amendment would do
Ms. Hassan put forward an amendment, known as SA 1973, that deals with our country's budget. The main purpose of this amendment is to create a deficit-neutral reserve fund. This fund is meant to be used for strengthening our national security posture when it comes to countries like China, Russia, and Iran.
What It Aims to Change or Add
This amendment gives the Chairman of the Committee on the Budget of the Senate the power to make changes. Specifically, the Chairman can revise committee allocations, aggregates, and other appropriate levels in the resolution. They can also make adjustments to the pay-as-you-go ledger.
These changes can be made for legislation relating to strengthening our national security posture towards countries such as China, Russia, and Iran. The only rule is that this legislation must not increase the deficit over the total time period from fiscal years 2025 through 2034.
