What this amendment would do
As an analyst keeping an eye out for the working people, here is what Mrs. Shaheen's amendment is all about in plain English.
Purpose and Changes
This amendment aims to set up a deficit-neutral reserve fund relating to protecting families from high grocery costs.
The text allows the Chairman of the Committee on the Budget of the Senate to make adjustments to committee allocations, aggregates, the pay-as-you-go ledger, and other levels for legislation that protects families from high grocery costs, as long as it does not increase the deficit between fiscal years 2025 and 2034.
According to the text, protecting families from high grocery costs may include:
- Restoring cancelled purchases under federal food assistance programs.
- The emergency food assistance program established under the Emergency Food Assistance Act of 1983.
- The local food purchase assistance cooperative agreement program established pursuant to section 1001 of the American Rescue Plan Act of 2021.
- The Local Food for Schools Cooperative Agreement Program.
