What this amendment would do
Mrs. Shaheen submitted this amendment, known as SA 1956, to the congressional budget resolution for fiscal year 2025.
The purpose of the amendment is to set up a deficit-neutral reserve fund that focuses on supporting members of the Armed Forces, veterans, and their families.
Specifically, it aims to allow changes to budget levels and the pay-as-you-go ledger for legislation that supports these groups. This can include reinstating Federal employees who were fired during a probationary employment period if they are family members of members of the Armed Forces or veterans.
The catch—and this is where we hold our officials accountable—is that any legislation using this fund cannot increase the deficit over the total period from fiscal years 2025 through 2034.
