What this amendment would do
Mrs. Shaheen submitted amendment SA 1953, which proposes setting up a deficit-neutral reserve fund dedicated to making housing more affordable. As folks we voted into office look at the budget, this amendment gives the Chairman of the Senate Committee on the Budget the power to change budget allocations and adjust the pay-as-you-go ledger.
The Purpose and Changes
The purpose of this fund is to handle legislation that focuses on making housing more affordable without increasing the federal deficit between fiscal years 2025 and 2034. Specifically, it aims to allow for changes related to:
- Providing tax credits to develop housing
- Ensuring sweeping tariffs do not increase the cost of housing construction
- Preventing Federal staffing cuts which slow needed approvals for permitting of housing development
