What this amendment would do
Mrs. Shaheen submitted amendment SA 1952 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025.
Purpose and Changes
-
The amendment aims to add a point of order in the Senate against specific legislation.
-
It targets any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would increase the deficit by more than $100,000,000,000 over the budget year and the ensuing 9 fiscal years.
-
This rule applies only if the Congressional Budget Office projects net Federal interest outlays of more than 3 percent of the gross domestic product of the United States in any of those years.
-
The rule can be waived or suspended, and an appeal of the ruling of the Chair can be sustained, only by an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn.
