What this amendment would do

Mrs. Shaheen submitted SA 1948 to the concurrent resolution on the congressional budget for fiscal year 2025. The purpose of this amendment is to set up a deficit-neutral reserve fund relating to preserving public safety and national security.

The amendment aims to allow the Chairman of the Senate Committee on the Budget to adjust committee allocations, aggregates, and other levels. This can be done for legislation related to preserving public safety and national security, as long as the legislation does not increase the deficit from fiscal years 2025 through 2034.

  • The adjustments can apply to bills, joint resolutions, amendments, motions, or conference reports.
  • It may include exempting specific workers from executive orders and directives issued by the Office of Personnel Management and the Office of Management and Budget.
  • The workers who may be exempted include employees who work at naval shipyards, other employees with job duties critical to protecting national security, and employees whose job duties involve protecting public safety.
  • The directives and executive orders that these employees may be exempted from include instituting a federal hiring freeze, instituting a deferred resignation program, removing employees in a probationary period, imposing restrictions on collective bargaining, or undertaking reductions in force.
