What this amendment would do

Mrs. Shaheen submitted amendment SA 1945, which sets up a deficit-neutral reserve fund. The plain purpose is to allow changes to budget levels and the pay-as-you-go ledger for future legislation that aims to reduce economic harm to American businesses and consumers who have been negatively impacted by the U.S. sugar program.

What It Aims to Change or Add

This amendment adds a provision that gives the Chairman of the Committee on the Budget of the Senate the power to revise budget allocations and aggregates.

  • The changes can be made for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
  • The legislation must relate to reducing economic harm to American businesses and consumers negatively impacted by the sugar program authorized under section 156 of the Federal Agriculture Improvement and Reform Act of 1996.
  • It may include expanding sugar supplies in the United States.
  • The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
