What this amendment would do

Mrs. Shaheen submitted amendment numbered SA 1939, which was proposed for the concurrent resolution H. Con. Res. 14 for the fiscal years 2025 through 2034.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund allows the Chairman of the Committee on the Budget of the Senate to make adjustments to certain allocations, aggregates, and the pay-as-you-go ledger.

The amendment aims to change or add provisions relating to preventing a reduction in postal service for rural America, which specifically includes:

  • Preventing the closure or consolidation of postal processing and distribution centers if it would negatively impact mail delivery.
  • Preventing the closure or consolidation of these centers if it would result in a State no longer having any processing and distribution centers when it previously had one or more.

These changes apply as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
